This is the story of one family's struggle to survive in the squalor of the Warsaw ghetto during the onset of the Holocaust. Yossel Yurek is a thirteen-year-old Jew whose ingenuity in smuggling goods in and out of his community saved the lives of those dear to him - as well as his own. It is the story of his mother, Golda, who courageously escaped from Treblinka. It is the true story of a family forever torn asunder by war. By January 1943, everyone in Warsaw knew that the deportations of the ghetto residents meant the death of the ghetto inhabitants. After Yurek's older sister was deported, Yurek attempted to find a hiding place for himself and his younger sister, Hannah, while his mother, Golda, remained at home to earn money in order to pay the Polish family who hid her two children. With the power of description that only actual experience can endow, Yehuda Elberg relates the birth, death, and resurrection of a dynasty.

From Kirkus Reviews
Ship Of The Hunted ($26.95; May 19, 1997; 308 pp.; 0-8156-0449- 1): The first English translation of a 1974 novel by an eminent Polish writer (new to American readers, and now a Canadian citizen) whose passionate identification with the travail of the European Jews is reminiscent of ``Sholom Aleichem,'' S.Y. Agnon, and Isaac Bashevis Singer. This story begins in the Warsaw Ghetto during WW II and focuses on Golda Heshl, who survives separation from her husband and family and incarceration at Treblinka, and also on her son Yossel Yurek, who lives by his wits as a farmworker and black marketeer. The novel operates at a continuous high pitch of emotion and is marred by a preachy, melodramatic conclusion. But the detailed portrayal of its characters' sufferings is acute, and the imperfect realization of their dream of a refugee ship coming ``to lead us out of exile'' is rendered with stunning irony. -- Copyright ©1997, Kirkus Associates, LP. Great textbook!
By Steven Bottomley
'How Proteins Work' by Mike Williamson is a great text. Its eleven chapters cover various aspects of protein structure and function. It should be applicable to advanced undergraduates, graduates, and academics. I particularly liked Professor Williamson's conversational, relaxed, and friendly writing style. He also takes care to explain in relatively simple terms with appropriate examples. This book deals with topics that other mainstream biochemistry textbooks ignore (e.g. entropy/enthalpy compensation). I found Chapters 1 on protein structure and evolution and Chapter 2 on protein domains particularly useful for my undergraduate students because they had sufficient detail, easy to follow, and interesting. Professor Williamson demonstrates an insight into 'how proteins work' that is obviously built from years of experience in teaching and research. I found this book fascinating and even simple things like the calculation of the number of protons in an E.coli cell (page 129) are a delight! Each chapter is well supplemented with good diagrams, images, and a list of cited references. Pedagogically the text uses extensive sub-headings for organisation, bold type for important terms, boxed text to distinguish more detailed explanations or interesting asides, quotations, wide margins with notes, nicely formatted tables, a list of references for further reading, referrals to relevant websites, and end of chapter problems. The book is colourful, well organised, and easy on the eyes. I like this text and have recommended it to the students in my course on structural bioinformatics. I still have a lot to read but I commend Professor Williamson for taking the time, and considerable effort, to write a great book!

Buy it - Love it
By Jam Garvey
Best book I've ever read on biochemistry and proteins. Don't expect it to be bogged down in the technical details, it sprints through the concepts and provides ample amounts of references for those who want more. Very well worded - some minor typos in this version - missing commas and letters - the concepts are concrete though.

From School Library Journal
Grade 9 Up–An update of Mother Natures Pharmacy: Potent Plant Medicines (Facts on File, 1998). Like the earlier edition, it introduces readers to the history of ethnobotany and includes a few stories about plant hunters adventures in exotic locales. Key figures include well-known scientists such as Louis Pasteur and Paul Ehrlich and lesser-known but equally important botanists such as Leonhard Rauwolf and Richard Schultes. Fifteen chapters provide a comprehensive overview of important events in the search for natural medicines, vitamins, and hormones. Two chapters deal with the plant-based discoveries of quinine and curare. Later chapters discuss the U.S. governments role in supporting natural cures, including the recent creation of the National Center for Complementary and Alternative Medicine (NCCAM), and highlight recent trends, such as bioprospecting for natural materials in animal and fish sources. This volume will instill in readers an appreciation of native remedies and health beliefs, provide them an understanding of the need for biodiversity, and, most importantly, underscore the promise of natural medicines, especially for diseases for which modern pharmaceutical treatments have failed or are no longer useful because of drug resistances.–Caroline Geck, Kean University, Union, NJ

From Booklist
Gr. 8-11. In this revision of Mother Nature's Pharmacy (1998), the authors have expanded their solid introduction to the science and history of plant remedies. The book retains succinct chapters that introduce plants' medicinal properties, pioneers who hunted for sources and applications for botanical treatments, and the ways phytochemical nutrients prevent disease. New to this edition are chapters about recent research, including investigation into animal sources for medicine; the impact of field research on native peoples; and the federal regulation of herb and plant supplements. Despite the fascinating stories of exploration and discovery, the text is somewhat dry, and the format, which includes a few grainy black-and-white photos, is lackluster. However, the compelling topic, numerous examples, and the substantial glossary and resource lists make this a good choice to support research and debate projects. Other recent entries in the Science and Society series cover air pollution, genetics, and agribusiness. Gillian Engberg

Historical Atlas of the Islamic World, by David Nicolle

This work provides a comprehensive description of Islam's long and dynamic history. It provides a survey of the history of the Islamic world and of Islamic civilization from the time of the Prophet Mohammed until the consolidation of the Ottoman Empire. Maps and detailed commentaries locate each Islamic region in its historical context, with special attention paid to Arabic developments in science, art, and literature. Timelines help readers place events, people, and developments in relation to one another. Coverage includes pre-Islamic Arabia, the life of the Prophet, rightly guided caliphs, the golden age of Baghdad, defeating the crusades, Persia and the Middle East, the spread of Islam, the rise of the Ottomans, and North Africa and Granada in the 13th to 15th centuries.

From School Library Journal
Grade 9 Up–This volume packs in a great deal of information not usually gathered in one place. Limited to the first millennium of Islamic history, the 12 chapters range from the culture of pre-Islamic Arabia and its contacts with its neighbors through the period of the early caliphs and on into the various ruling dynasties and peoples that marked Islam to the time of the European Renaissance. It examines such early dynasties as the Umayyads and the Abbasids as well as the successive medieval waves of non-Arab conquerors. Nicolle is careful to note the ways in which Islamic culture absorbed and modified features from its original neighbors–the Byzantines and the Sassanians–its conquerors, and the peoples it conquered, exposing Islam to Jewish, Christian, Buddhist, Hindu, and pagan influences. Substantial portions of the text deal also with the Muslims in Spain, India, sub-Saharan Africa, and Russia, as well as Muslim advances in geography, astronomy, and various arts. The photographs, though generally small, are colorful, inviting, and informative. The maps are beautiful, but cities and areas noted in the text are not always included on the accompanying map (and must be found on earlier or succeeding pages). Still, this title supplies a wealth of information in an attractive format.–Coop Renner, Fairmeadows Elementary, Duncanville, TX

Masterpiece of illustrated history
By Mani Tadayon
This book is overflowing with beautiful maps, fascinating photos and insightful descriptions. I find Nicolle's Historical Atlas of the Islamic World to be one of the best introductions to the history of the Muslim world. The layout is astounding, and puts much pricier atlases, even the Oxford Atlas of World History, to shame.

One should note that this is not just a history of the Muslim religion, but a broad description of the history and culture of Muslim countries, covering Spain, Africa, Central Asia, Southeast Asia and of course the Middle East.

Mr. Nicolle's approach to Islam combines sympathy and neutrality. He is obviously one of the most eminent authorities on the Muslim world.

very nice maps
By David Martin
I bought this book to go along with a History of Islam course at my college, and though this book does not go into the historical details of Islam, and its treatment of it at times is simple, its maps allow me to follow along with the narrative in my class with an illuminated vision of where the action is taking place, in additon to other books, The Historical Atlas of the Islamic World has really helped me to understand my material better.

lovely and impressive
By Bruce D. Wilner
Being a scholar of comparative religion but feeling lacking in my understanding of the general progress of Islam as a cultural (vice religious) phenomenon, I searched far and wide for a work on Islam akin to those of the Cultural Atlases series. Nicolle's work answered the mail admirably. The work is exceptionally well composed, indicative of a pleasing format and supporting browsing as well as research. Though the work cannot be called profound, factual information of considerable depth is nevertheless available to the targeted searcher. The book is admittedly weak on the theological underpinnings of the religion, though it nowhere claims to be an exploration of Islam as a religion per se: for such information, may I recommend Michael Jordan's handsome "Islam: An Illustrated History" (London: Carlton, 2002). I flatly disagree with those who claim that Ruthven's work is superior to Nicolle's: indeed, I found the former to be boring; superficial in its rigid obedience of the two-to-four-pages rule for every article; and, one might say, helter-skelter in its overall organization. While spelling errors in Nicolle (e.g., proselatize for proselytize) and typographical errors do not impress me, I shouldn't be too harsh, given that modern typesetting and typography for the consumption of the demanding twenty-first-century reader present such formidable challenges. (That, and a certain je ne sais quoi that probably deals with some intractable element of depth, justify my withholding of the fifth rating star.) Well done, Dr. Nicolle.

Medicaid and Devolution: A View from the StatesFrom Brand: Brookings Institution Press

How much responsibility for providing health care to the poor should be devolved from the federal government to the states? Any answer to this critical policy question requires a careful assessment of the Medicaid program. Drawing on the insights of leading scholars and top state health care officials, this volume analyzes the policy and management implications of various options for Medicaid devolution. Proponents of devolution typically express confidence that states can meet the challenges it will pose for them. But, as this book shows, the degree to which states have the capacity and commitment to use enhanced discretion to sustain or improve health care for the poor remains an open question. Their failure to attend to issues of politics, implementation, and management could lead to disappointment. Chapters focus on such topics as Medicaid financing, benefits and beneficiaries, long-term care, managed care, safety net providers, and the appropriate division of labor between the federal government and the states. The contributors are Donald Boyd, Center for the Study of the States; Lawrence D. Brown, Columbia University; James R. Fossett, Rockefeller College; Richard P. Nathan, Nelson A. Rockefeller Institute of Government, State University of New York, Albany; Michael Sparer, Columbia University; James Tallon, United Hospital Fund; and Joshua M. Weiner, the Urban Institute.

Some decent thoughts on devolution and the history of Medicaid from the 1990s
By Amazon Customer
Medicaid and Devolution: A View from the States
I read this compilation of essays compiled by the Brookings Institution for greater insight into the history of Medicaid and where it was projected to go in the late 1990s. I have a role in forecasting Medicaid expenditures for my job in state government.

"Medicaid is truly the the colossus of intergovernmental programs in the United States. It accounts for 40 percent of all federal grant monies to the states...Between 1988 and 1995 Medicaid spending grew from about $54 billion to $157 billion, roughly $90 billion of which were federal dollars...elderly and disabled persons, who represent less than one-third of all program beneficiaries (consume) about two-thirds of all program dollars...(A)bout one-half of all program beneficiaries are low-income children..." (p. 3-4). The $157 billion represented roughly 15 percent of all U.S. health expenditures (p. 17).

The original Medicaid legislation passed in 1965 was ten pages long, compared to its 500 pages as of 1998. State programs are governed by more than 300 pages of instructions by the federal government, along with other directives and guidelines (p. 41).

"Devolution" means divulging more power to the states from the federal government. As some powers have been divulged and more freedoms given to the states, states have found ways to shift more of the cost onto the federal government. States want both freedom to set their own prices and policies and a free lunch of shifting the burden onto the federal government.

The book is partly a reaction to the Republican-led efforts to turn Medicaid into a Medigrant system of block grants to states, an idea that is still pushed by Rep. Paul Ryan and others. Some of the essays deal with the pros and cons of such proposals as well as some theoretical outcomes. Most authors seem to believe that if states have a lump sum that they decide how it is spent, then states will likely eliminate services and keep it as trim as possible, particularly in poorer states in the South where Medicaid programs tend to be less generous than in the more prosperous Northern states. One essay describes a theoretical "race to the bottom," where states have an incentive to provide fewer incentives than their neighbors so that the poor of the population will migrate to the other state to receive the benefits. Anecdotal evidence from Minnesota (which offered relatively large Medicaid benefits) is cited. (It will be interesting to see studies about ACA related migration in the 2014-2020 period, no?)

In the 1990s, states really started moving toward managed care programs as a cost-reduction mechanism, particularly after the recession of the early 90's when revenue shortfalls were common. The 1997 Budget Act gave states the ability to experiment with managed care on a wider basis (without a waiver from the feds). At time of publication (1998), the economy had been growing steadily and Medicaid enrollment growth was slowing while state budgets were recovering from early-90's recession shortfalls, so some authors foresaw less interest in managed care and Medicaid reform in general.

State-power advocates often argue that expanded home and community-based services managed by the states will decrease Medicaid costs relative to costly nursing home and facility treatments. The authors cite studies however that these services tend to increase Medicaid costs instead (Chapter 6). That issue has since been revisited with the ACA and Medicaid expansion, with opinion apparently leaning towards in-home care being cheaper. Consider data from a recent study, this for Kentucky:
Compare the average annual costs of caring for a frail or elderly Kentuckian, according to state data:
■ $67,525 in a private-pay nursing home.
■ $47,187 in a Medicaid-paid nursing home.
■ $15,000 for community- and home-based services.

Read more here: http://www.kentucky.com/2014/06/29/3314842/kentucky-must-do-better-by-elders.html#storylink=cpy

Kentucky is facing criticism for not devoting more resources to the cheaper community and home-based treatments. But the authors argue that this pre-supposes the Medicaid patients' families being capable of providing competent care and decision-making, as well as the recipient having a home capable of supporting treatment (p. 217). With an aging population, this problem is huge.

The Disproportionate Share to Hospitals (DSH) is scrutinized. The federal government sends states additional funds to help defray the costs of treating Medicaid patients at hospitals that see a disproportionate share of those patients as a percentage of their overall patient load. Through DSH payments (and other means) states learned to game the system to get more federal dollars and share costs among providers:
"In 1987 Congress established minimum criteria for the state allocation of these funds that went into effect on July 1, 1988...a hospital became eligible (for DSH) if (1) its Medicaid utilization rate was more than one standard deviation above the average rate for all hospitals that participated in a state's Medicaid program, and (2) its rate of utilization by low income persons was at least 25 percent. States soon began to take advantage of DSH. From 1989 through 1992, DSH payments for acute and mental health hospitals grew from slightly more than $500 million to more than $17 billion. States possessed enormous discretion to determine which hospitals got DSH funds"(p. 34).

50 different states mean 50 dramatically different systems for providing Medicaid and eligibility standards. For example, States vary widely in the rate at which they reimburse doctors for Medicaid compared to Medicare.
"The ratio of Medicaid to Medicare fees ranged from a low of .38 in New York to a high of 1.79 in Alaska" (p. 35).

The authors lean toward putting more faith in the federal government to attract the talent and expertise needed to make good Medicaid policy relative to states, where legislators and regulators may be "amateurs." While conservatives argue for a "states as laboratories" approach, these authors argue for a federal government being neutral arbitrator, maintaining the quality standards that state programs have to meet in order to benefit society as a whole. The real answer is "it depends." If the movement toward more decentralization and managed care by the states is shown to decrease costs without decreasing quality or the number of vulnerable covered, then great. If not, then more centralization of at least certain aspects seems to be the given answer. One area the authors agree could be done better is the gathering of information, the modernization of which the federal government provided matching/offsetting funds for the states, only to see outcomes vary widely between states. This problem obviously came to light when the federal government had to design a national health care exchange system that relied on accessing states' Medicaid data-- some states still had pre-1990s archaic systems.

There are a lot of helpful statistics on the growth rate of Medicaid expenditures, the overall history of the program, reform efforts in the 1980s, as well as some studies that look at the generosity of Medicaid laws relative to the wealth and political leanings of states.

I give this book 3 stars out of 5. Not a necessary read unless you are a Medicaid wonk. The references are plentiful and well-cited.

From Library Journal
This is a collection of speeches and addresses by Iraqi president Saddam Hussein between February 1990 and February 1991. This is an important period as it relates to the events leading up to the Iraqi invasion of Kuwait and the allied military attack on Iraq in January-February 1991. Bengio, a research fellow at the Dayan Center, Tel Aviv University, has relied almost exclusively on Foreign Broadcast Information Service (FBIS), a U.S. government publication, to compile this book. In addition to the primary documents, Bengio provides a succinct overview of events leading up to the Persian Gulf crisis of 1990-91. Recommended for scholars of Middle East politics and libraries that do not subscribe to FBIS.

From the Back Cover
This book presents the crisis from two different angles: the onlooker's and the player's. The first part is an analysis of the aspirations and constraints that motivated Iraq in the war. The second is a selection of the speeches of its main protagonist, President Saddam Husayn. These speeches are indeed an indispensable source for understanding not just the crisis itself but also the political culture of Iraq and the man at its helm.

About the Author
OFRA BENGIO is Senior Research Fellow and Head of the Kurdish Studies Program at the Moshe Dayan Center for Middle Eastern and African Studies, as well as Associate Professor (Emerita) in the Department of Middle Eastern and African History at Tel Aviv University. A frequent commentator in Israeli and world media, she is the author of several books, including The Kurds of Iraq: Building a State within a State. She lives in Tel Aviv, Israel.

Inheriting Syria: Bashar's Trial by Fire, by Flynt Leverett

Syria has long presented a difficult problem for American policymakers. Actively supportive of groups such as Hezbollah, it has occupied Lebanon for more than 20 years. Damascus remains intransigent on Israel's complete withdrawal from the disputed Golan Heights as the sine qua non for peace with that state. It is often mentioned in the same breath as members of the infamous "axis of evil." Syria occupies an important strategic position in the Middle East—one made even more significant as America considers long-term involvement in the reconstruction of Iraq. As the policy challenges posed by Syria's problematic behavior have grown more pressing in the recent security environment, the United States has had difficulty formulating a coherent and effective policy toward Damascus. The death of long-time dictator Hafiz al Assad has forced renewed debate on its place in the region. The transition from Assad to his son Bashar has thrown Western consensus on how to deal with the Syrian leadership further into doubt. In heriting Syria fills this void with a detailed analytic portrait of the Syrian regime under Bashar's leadership. It draws implications for U.S. policy, offering a bold new strategy for achieving American objectives, largely via a strategy of "coordinated engagement" employing both sticks and carrots. This strategy would be independent of the Arab-Israeli peace process, thus a historical departure for the United States. The author's long service in the foreign policy establishment has uniquely positioned him to provide valuable insights into this mysterious yet important country. This book will be of high interest to those concerned about the Middle East, the war on terror, and the future of American foreign policy. Written for a general audience as well as the policymaking and academic communities, her iting Syria is is an important resource for all who seek deeper understanding of this enigmatic nation and its leadership.

Review

"Leverett offers an incisive analysis of how Hafez Assad operated and what motives underlay his endless maneuvering and calculation." —Thomas W. Lippman, The Washington Post, Book World, 6/12/2005

"This book is valuable for its account of Syria under Bashar al-Asad, but especially for its insights into the US policy process and the divisions within the US foreign policy establishment....Leverett's measured analysis (along with inside accounts of other moderates) gives hope that the voices of reason may yet prevail in the corridors of Washington power." —Raymond Hinnebusch, The Middle East Journal

"Inheriting Syria is recommended for public and academic libraries and to those interested in Middle Eastern affairs." — Curled Up, 11/16/2005

"At a time in Washington when policy interests chase down facts, near facts or fiction, what suffers is honest analysis, common sense and nuance. Fortunately, that is what Leverett offers in the discussions of Bashar's performance thus far in managing Syria's domestic- and foreign-policy." —Martha Neff Kessler, Middle East Policy

"an exhaustive study of the country's policies and ambitions under the young president." —Tim Boxer, 15 Minutes

"Flynt Leverett's book is one of the few that make sense. It is a sympathetic and well-researched account of Syria since the death of its long-time leader President Hafez al-Asad five years ago." —Amir Taheri, Asharq Alawsat, 10/24/2005

"This book, with no doubt, is destined to serve as an important source for studying contemporary Syria....In sum, Leverett's book is an important, interesting, and informative one. It will serve as a vital source of information for anyone interested in learning more about Syria and Bashshar al-Asad. It also offers important insights into Washington's mode of conduct vis-a-vis Syria in recent years." —Eyal Zisser, Middle Eastern Studies

"Leverett parts the veil to show us the complex workings of this state sponsor of terror, possessor of WMD, and important player in determining the future of the Middle East. From peace for Israel to the security of U.S. forces in Iraq, Syria has a veto. Leverett shows how the unlikely leader in Damascus is struggling with the strange regime his father built." —Richard A. Clarke, former U.S. national coordinator for counterterrorism and author of AGAINST ALL ENEMIES

"Flynt Leverett is a 'country specialist' in the best sense of the term. He is thoroughly familiar with Syria's politics and policies as well as the ins and outs of the U.S.-Syrian relationship. This is a well-balanced assessment of Bashar and his regime, offering a thoughtful analysis and critique of U.S. policy as well as alternative options." —Itamar Rabinovich, President, Tel Aviv University

"When I served as Director of Central Intelligence, Flynt Leverett was one of my 'go-to' analysts on the Middle East, particularly Syria. In 1996, his forthright analysis helped U.S. policymakers walk Israel and Syria back from the brink of armed conflict. He now brings that same analytic acumen and historical perspective to the difficult choices facing the United States. No matter what your point of view, this is a well-written and solidly argued book that could not be more timely." —George J. Tenet, Georgetown University School of Foreign Service and former Director of Central Intelligence

"Bashar al-Asad's Syria has remained a mystery to most observers. Flynt Leverett's book begins to unravel the mystery. He offers an insightful picture of who the younger Asad is; how he seeks to follow the 'script' he inherited from his father; which political, familial, psychological, sectarian, and bureaucratic factors constrain him; and what approaches by the United States might most effectively alter Bashar's behavior and the balance of forces in Syria. For anyone interested in understanding Syria today and considering the options for dealing with it, this book is essential reading." —Dennis B. Ross, Washington Institute for Near East Policy and former special Middle East coordinator

About the Author

Flynt Leverett is a senior fellow and director of the Global Energy Initiative in the American Strategy Program at the New America Foundation. Most recently, Leverett was a senior fellow at The Brookings Institution's Saban Center for Middle East Policy. He has served as senior director for Middle East affairs at the U.S. National Security Council, on the State Department's Policy Planning Staff, and as a senior Middle East analyst at the Central Intelligence Agency.

From The Washington Post
In the 1970s, when the Lebanese civil war forced me to move The Washington Post's Middle East bureau out of Beirut, the Syrians invited me to set up shop in Damascus. No restrictions, they said. No wiretaps. Write what you want.

Yeah, right. The Syria of President Hafez Assad was a country where visiting journalists waited until after they had left to file their stories -- and sometimes kept their bylines off the articles to protect themselves and their sources. It was repressive, backward and opaque. Today, almost 30 years later, Syria under the rule of Hafez Assad's son Bashar is still repressive and backward. But it has been rendered considerably less opaque thanks to Inheriting Syria, a succinct but masterful dissection by Flynt Leverett.

Hafez Assad ruled Syria with an iron hand for three decades, beginning in 1970. He was crafty, brutal and relentless in promoting what he perceived as Syria's interests. Under his rule, the previously fractious and coup-prone country became, in Leverett's words, "a veritable model of authoritarian stability."

Assad groomed his eldest son, Basil, to succeed him, but Basil died in an automobile accident in 1994. The elder Assad then designated another son -- Bashar, a British-trained ophthalmologist -- to carry on the family's rule. Leverett argues that the aging dictator spent the last six years of his life tutoring a reluctant Bashar in the skills he would need and the policies he should follow upon becoming president. Since taking over after his father's death in 2000, Bashar has essentially followed a script written by his more skillful father -- trying to manage Syria's noxious domestic politics and its stagnant economy, the violence and unpredictability of the Middle East, and Damascus's troubled relations with the great powers, especially the United States. If it sometimes seems that Bashar's policies are contradictory or detrimental to Syrian interests, Leverett writes, it is because he is not a free agent. His hands, ultimately, are tied by the legacy of his father.

Syria has been making headlines recently, but the timing of Leverett's book is unfortunate. Between the time that bound galleys were distributed to reviewers and the book's release, Leverett was able to make changes to account for the worldwide outrage that followed the assassination of former Lebanese prime minister Rafiq Hariri, for which many Lebanese blamed Syria. But Leverett, now a Brookings Institution fellow, did not have time to evaluate the withdrawal from Lebanon of Syria's armed forces -- a step Bashar was virtually forced to take even though it deviated fundamentally from his father's script.

Inheriting Syria also won't make good beach reading. Leverett's prose is at best workmanlike and at times convoluted, and reading it requires high tolerance for the use of the word "behavior" in the plural. But his book is nevertheless essential for understanding a complicated country and the politics of the entire Middle East.

Leverett offers an incisive analysis of how Hafez Assad operated and what motives underlay his endless maneuvering and calculation. Aside from staying in power, Assad's overriding goal was to prevent Syria from being marginalized. Syria would be inconsequential in international and perhaps even regional politics were it not a neighbor of Israel, and Leverett brilliantly explains how Assad used this accident of geography to force the world to take him and his country seriously. It is unfortunate that Warren Christopher, secretary of state during President Clinton's first term, did not have access to Leverett's insights during his numerous futile pilgrimages to Damascus in search of a Syria-Israel peace agreement; if he had, he would have known he was wasting his time.

On the other hand, President George W. Bush and his foreign policy advisers did have access to Leverett's insights but, according to the author, failed to respond to them. As senior director for Middle East affairs on the National Security Council staff, Leverett notes, he had "the best seat in the house" as Bush made critical decisions about the region, but he ultimately "disagreed with enough of those decisions to leave the administration." He argues that in the "with us or against us" atmosphere after the Sept. 11 attacks, the Bush administration forfeited opportunities to moderate Syria's behavior and end its support for terrorist groups such as Hezbollah by refusing to engage with a country that Washington has long designated a state supporter of terrorism.

Yet Leverett's dissatisfaction with current U.S. policy toward Syria leads him into -- or possibly arises from -- the one major flaw in this otherwise very useful book: He is much too lenient toward Bashar, giving him the benefit of the doubt even when his policies appear obtuse or counterproductive. Leverett refers to Bashar's "relative newness to the presidency," yet in July he will have been in office five years. And he writes that Bashar has been obliged to defer on some issues to "old guard" insiders from his father's day, even though they are "strategically autistic" and incapable of recognizing "how the world changed on September 11, 2001, in ways significant for Syria." Other analysts of Syrian affairs have concluded that it is Bashar himself who has been "strategically autistic" about the impact of Sept. 11 on American thinking about Arab rogue states. The old games of thrust and parry, maneuver and dissemble that he learned from his father are over, as far as Washington is concerned. If Bashar Assad wants to go on supporting Hezbollah, sheltering Palestinian extremists and playing Baathist footsie with Sunni insurgents in Iraq, the desire for improved relations with the United States that Leverett attributes to Syria's young leader is doomed.

Good information, failing hypothesis
By Hussain Abdul-Hussain
I will give this book five stars because it is perhaps the only book available in English that offers this kind of information on Syria, even though such information is widely available in Arabic texts. Leveret t provides a highly accurate description of the power circle in Syria despite the few minor mistakes.
The author then cites a number of Bashar's statements and encounters to support the book's main point: that Bashar Assad has genuine intentions for change and positive overture toward the United States except that the US is not currently willing to reciprocate this kind of behavior.
Leverett then examines the possibilities facing America when dealing with rogue states like Syria. According to Leverett, there are four options: sanctions, military campaigns or alternatively, Leverett suggests that the United States employs what he terms as "conditional engagement."
The author dismisses sanctions saying that they proved to be inadequate if applied unilaterally without Europe's involvement. He argues that military campaigns exposed America's limited human and financial resources as the United States maintains considerable missions in Iraq, Afghanistan and other regions of the world.
Therefore, Leverett suggests that the US start building trust with Syria and provide Bashar and his young team leverage over the old guard in his presumed bid to change and modernize Syria. American-Syrian trust building can start from the successful exchange of intelligence information on Al-Qaeda and be expanded to include exchange of other favors. According to Leverett, these incentives would be the carrots as opposed to the many sticks with which America will threaten Syria in case the latter fails to comply.
Consequently, and over the medium and long terms, such a policy will benefit both nations even though the author does not suggest that it will lead to the democratization of Syria. He stated, however, that trying to unseat Bashar would only bring instability and Muslim fundamentalists to power and that Bashar remains America's best bid in Syria.
The hypothesis of the book is interesting, even though it has nothing new to it. This kind of containment-of-dictators policy has dominated America's foreign policy prior to 9/11 and has not proven any particular success. Furthermore, a main prophecy in the book failed the test of time since according to Leverett, a Syrian withdrawal from Lebanon would lead to a Lebanese civil war. By the time this review was written, Syrian troops had been outside of Lebanon for over a month and nothing like civil strife yet appears to be coming in the Lebanese horizons.
As for Israel, Leverett makes it known that Bashar's attitude to the US is independent of the procession of any Syrian-Israeli peace. Leverett quoted Bashar as saying that he was ready to "bracket" the peace process for the time being while he improves Damascus's bilateral relations with Washington. This can only be a proof that Arab dictators like Bashar are never as genuinely concerned about re-gaining any disputed land inasmuch as they are interested in keeping the Arab-Israeli conflict going so that they can use it as a pretext to justify their leadership and divert their people's hate against foreign enemies and away from their tyranny and corruption.

Rather disappointing
By tomas
This book promises much, particularly in dealinhg with this little-known(in the U.S., at least), but ultimately very important lynchpin in the Middle East. There is interesting material on the Assad family as well as the Syrian political environment and dynamic, BUT too many of the annotated sources are highly questionable, e.g., Leverett quotes frquently from publications by the washington Center on Near East Policy, aan American Likudnik organization closely tied to AIPAC, the principal Israeli lobby ijn this country. Additionally, he quotes from Daniel Pipes, the highly controversial creator of the McCarthyite CAMPUS WATCH, to 'monitor and censure' College Professors not teaching Middle Eastern Affairs from an Israeli-centric view. Pipes, widely regarded as an Arabophobe and Islamophobe throughout academic circles, is a highly biased source. Although this book is valuable since there are so few others on the subject available in English, it should be used and studied with great caution. Too bad, an excellent opportunity by the author has been missed.

CIA view of Syria politics
By Suhail Habal
In the absence of clear independent historian scholar studies of that part of the world, this book present limited view of the political culture in Syria, It has clear illustration of the events occured during the elder Assad, and his son Bashar, tinted with the CIA view, what is missing is the view of the intellectual opposition of these events in Syria and surrounding arbic countries. While most of the facts detailed in the book are well detailed but the interpertation of such events was clearly clouded with the western view of the dynamics of the middle east and without any critical evalution what the beheviors of Israeli occupation had influanced such dynamics.

Overall, I found the book a great trial to understand the comlexity of Syria political arena. And I would like to see the response of the intellectual scholar supporting or oppsing such ineheritence.
