Military analyst Michael O'Hanlon shows how outside forces could successfully intervene to stop an ongoing cycle of warfare in a country whose government has collapsed or come under severe internal challenge.

Based largely on recent U.S. experiences in Panama, Somalia, Bosnia, and elsewhere, as well as on U.S. military doctrine and information from the Pentagon's training and simulation centers, the book discusses the steps in an intervention and estimates likely casualties and costs. O'Hanlon shows that modern Western militaries are capable of executing these types of operations with high proficiency. While conditions are unlikely to resemble those of Desert Storm, which allowed the U.S. and allies to take full advantage of modern technology, top-notch militaries have advantages in infantry combat situations—night-vision equipment, attack and transport helicopters, counterartillery radars—that would enable them to establish order and prevail in any firefights.

O'Hanlon warns that operations as casualty-free as those in Haiti and, to date, in Bosnia would be unlikely. Moreover, the political framework that outside powers would attempt to employ in establishing a new order would be critical: if intervening forces are seen as taking sides or occupying territory without legitimacy, they could meet protracted guerrilla-style resistance of the types witnessed in Vietnam, Afghanistan, and Somalia.

About the Author

Michael O'Hanlon is a senior fellow in Foreign Policy Studies at the Brookings Institution, where he holds the Sydney Stein Jr. Chair. His recent books include The Future of Arms Control (Brookings, 2005; with Michael A. Levi), Neither Star Wars nor Sanctuary (Brookings, 2004), and Crisis on the Korean Peninsula (McGraw Hill, 2003; with Mike Mochizuki).

Interesting For The Initiate

The ideas put forward by Mr O'Hanlon in this slim volume roughly reflect the state of current western interventionist (or non interventionist as the case may be) policy regarding the use of force to serve humanitarian ends.
Although Mr O'Hanlon communicates an obviously extensive knowledge about international affairs, his guide to establishing military criteria for forceful intervention falls short of the goal. Although the author sets out some useful guidelines about what methodologies, barriers, and costs policymakers and the public should expect in operations of peace enforcement, he fails to make a strong case that intervention is in fact a desirable policy goal for the western nations.
On the whole, I see this slim volume as adding nothing new to the debate in world affairs, particularly in regards to peace enforcement as an extension of western economic imperalism. It's an interesting summation of the ideas that have flowed from men such from Ginggrich to Shawcross, however it lacks originality of ideas and presentation. Other people have made explained the issue much more provactively, and with a great deal more authorial flair. It's not a bad book, but I wouldn't put it first on my list.
