Data from numerous sources help the reader navigate the thorny issues of the fairness of taxing gains (or not taxing them). Burman concludes by weighing the arguments for and against indexing capital gains taxes for inflation, as well as other options for altering the current system.
About the Author
Leonard E. Burman is director of the Urban-Brookings Tax Policy Center and a senior fellow at the Urban Institute. He is the coeditor with Henry Aaron and Eugene Steuerle of Taxing Capital Income (Urban Institute, 2007).

Excellent analysis but needs an update

Burman knows more about the details of the capital gains tax than anyone I have ever read or listened to. He makes a persuasive argument that capital gains should be taxed at the same level as every other source of income. He gives two main reasons: avoid tax sheltering and keeping the income tax progressive.
I would have given it 5 stars, but there'sa major flaw: Labyrinth needs an update. A lot of his charts/graphs come from information in 1993! Since the book's release (1999) there have been several changes to the capital gains tax. Less of capital gains are corporate stock today, as pass-throughs (businesses not subject to the corporate tax) have taken a larger share of business income.
There are several of Burman's more recent essays available online, including a recent article in the Wall Street Journal. I suggest interested readers take a careful look at them.

A guided tour through capital gains tax policy

This gives an extraordinary review of the current and historical arguments for and against differential capital gains treatment. This book is not intented to help individual investors, but to inform readers on the policy debate. Extremely informative and well written. Should be required reading for anyone interested in taxes or public finance.

Who is the audience for this book?

I bought this book (and returned it). Keep in mind, I didn't read it, I just skimmed it over. But I figured others might want to know that there wasn't much in the way of information on how an individual investor should attack his/her taxes. It was a book more focused on the "big picture" of how capital gains taxes effect our economy.
Perhaps this book is more suited for an economics student.
