Garthoff, author of Detente and Confrontation ( LJ 10/1/85), again joins the debate on nuclear deterrence and Moscow's military intentions. He draws on previously confidential Soviet sources--including a complete file of the Soviet general staff journal--to interpret new developments and changes in the Kremlin's strategic policy. Under Gorbachev, he argues, the Soviet Union has moved further away from an emphasis on aggressive nuclear war-fighting capabilities to a more defensive doctrine of minimal, sufficient deterrence. Soviet planning for even a conventional war in Europe reflects this change in military policy. Garthoff concludes his thoroughly documented and important treatise with implications for U.S. policy. Leading sovietologist

Gartoff wrote the first analysis of Soviet military operations right after world war II and his first book on soviet military doctrine is considered one of the classics along with works by Bernard Brodie and Herman Khan. this book is a good follow up insofar as it accurate up to the date of publication but gives insight into Russian thought on military that is even evident today. In that sense one could say it is somewhat prophetic.
